I think he is just a noob who doesn't know what he is doing.. Since those spam and advertising things are binded to some keys.
It's a little bit hard to ban someone just for that.

I don't really like banning players for those config viruses. And seeing that he never joined again (after the 17th September) i don't think a ban will have any effect.
