Well the limit describes the bandwidth available at the Thunderbolt 3 controller, which is 40 Gbps.

Thunderbolt 3 controllers are linked to the CPU via four PCIe 3.0 lanes. According to Wikipedia, a single PCIe 3.0 lane has a speed of 985MB/s. This would mean that four lanes would have a max speed of 31.5Gbps.
(985MB/s per lane X 4 lanes X 8Mbps/1MB/s = 31,520 Mbps)

32 Gbps (rounding) is about the bandwidth limit for PCIe connections over Thunderbolt 3. But on top of carrying PCIe signals, TB3 also carries DisplayPort video signals - at full PCIe lane saturation, it can carry an additional 8 Gbps of video signal.
