I got a question about the strike system. I understood for currently not banned people however, how does this affect a permbanned player ?

If two of his strikes were a long time ago and the last one in the last month, would he get unbanned ?
If all his strikes were kind of long but the offense would be big, what would happen ?

Does this mean some people will get instant unbans ?

Not much really since this is a matter of punishment measures towards people breaking the rules. It's just not as easy to get permbanned now.

It always depends on the case but we've already had a "policy" where a person receiving a third strike after having 2 old strikes would get an easier unban.
And as I mentioned, it depends on the case.

No, they won't get instant unbans, it's just a measure of punishment we're taking into action from now on.
